Local organisations lead the response
the platform
Mozambique Local Humanitarian Coordination Platform
The Mozambique Local Humanitarian Coordination Platform (MLHCP) brings together local and national non-governmental organisations working in humanitarian response. Its purpose is for Mozambican organisations to lead the response to crises in their own communities, in line with the Grand Bargain and the IASC Humanitarian Reset (2025).
GCR is the platform's National Convener and hosts its Secretariat, a mandate confirmed by the General Assembly in December 2025. The Strategic Plan 2026–2030 makes this role one of its five pillars.
GCR's role
National Convener and host of the Secretariat
- 01
Secretariat and governance
Maintain a Secretariat team with clear roles and service standards, document the platform's decisions and minutes, convene the annual General Assembly and the quarterly coordination meetings, and report to members on performance and the use of resources.
- 02
Representation
Represent the platform in national and international coordination forums, including the Inter-Cluster Coordination Group and donor forums, and advocate for formal representation of the MLHCP in the Humanitarian Country Team, planned by 2027.
- 03
Member due diligence and capacity strengthening
Run a multi-year programme that helps members obtain registration, a UN Partner Portal profile, financial management systems, organisational policies and the compliance documentation that funders require. It includes financial training, mentoring in proposal writing, strengthening of governance bodies and safeguarding policies, and peer learning groups.
- 04
Cluster co-leadership
Identify and prepare experts from member organisations to co-lead humanitarian clusters and working groups where there is no local co-leadership, with preparation and debriefing meetings that make representation collective and accountable.
- 05
Access to funding
Advocate with donors, the CERF and pooled funds for more direct and flexible funding for local organisations, pilot a simplified due diligence model, map members' status on the UN Partner Portal and support them in accessing grants through consortia.
